div dir="auto">The Concrete School District is making the following announc
ement: On January 4, 2021 K-1 Students will be transitioning to an all day
Hybrid AA/BB Schedule for in person instruction. The Elementary will send d
etailed information regarding schedules and transportation times. Then on J
anuary 11, 2021 the following grades will return to the Elementary. Grades
2-3 will return in the same Hybrid AA/BB Schedule as K-1. The secondary wil
l bring the following grades back on January 11, 2021 in the Hybrid AA/BB m
odel as well: Grades 7, 11, and 12. The High School will send out detailed
information regarding assignments and transportation times as well. The rem
aining grades are anticipated to return to in person Hybrid learning on Jan
uary 25, 2021. We believe this phased in approach will give us the best opp
ortunity to assist students and transition to in person learning. Thank you

Skagit County Public Health has seen a steady rise in
COVID-19 case numbers since early September. While we experienced this incr
ease we remained in the Moderate risk category for disease activity (25-75
cases per 100,000 population averaged over 14 days). This past week Skagit
County has experienced a very significant surge in new cases as well as new
outbreaks. Over the next few days we will move well into the High-risk cat
egory (>75 cases). This is impacting our community and increases the ris
k of exposure to COVID-19 for people as they go to work, school, or other l
ocations. Expanding in person learning to bring additional students on camp
us during High disease activity level is currently not recommended by the W
ashington State Department of Health. Districts are encouraged to focus any
in person learning provided on the youngest learners (K-3) and students th
at are highest need, following all Washington State Department of Health sa
fety requirements.
This morning the Skagit C
ounty Public Health Department informed our district of the rapidly increas
ing Covid-19 infections within Skagit County. While the East County area co
ntinues to show lower infection rates, our community members are still acti
ve in their daily lives outside of Concrete. This pandemic continues to imp
act the students and community, and we are carefully weighing the education
al needs along with the safety of students, staff, and the community we rep
resent.
Following the most current Health De
partment guidance and current infection rates, we are postponing our hybrid
model progression. We will remain in the current format with no changes to
K-1 students and the services currently provided for special populations o
f students needing additional support. Students may still contact individua
l teachers to receive additional support for their learning needs.
While we would love to have every student back in th
e building receiving in-person instruction, the current climate just simply
doesn’t support that decision. As the superintendent, I fully understand t
he impact of remote learning on our students and families, but I feel that
the safety and welfare of everyone must be the priority.

I would like to share the f
ollowing update on our plan to bring all students back to a hybrid learning
model. Currently we have been given clearance by Skagit County Health to b
egin transitioning to an in-person model for instruction. We are beginning
with our K-1 students in a half day hybrid format beginning October 5th. By
dividing our classes in half, it will limit the number of students in a cl
ass to around 10 per session. This allows us to keep small cohort groups to
gether and exposes everyone to much less interaction. Wednesdays will remai
n a remote learning day for all students which allows us to increase our de
ep cleaning of facilities. We are excited to have students onsite receiving
additional support. Please review the website for further information rega
rding protocols and expectations during the hybrid model.
Beginning November 9th, we plan to bring all students back in an AA
/BB hybrid model so students in the AA group will attend in person instruct
ion Monday and Tuesday while those in the BB cohort will attend classes on
Thursday and Friday while Wednesday will remain a remote learning day for a
ll students to allow district personnel to deep clean our facilities. If yo
u have specific questions regarding building specific questions please cont
act your building Principal.
During our hybrid ins
truction beginning November 9th, we will utilize our normal school schedule
s with additional information to follow regarding transportation schedules
and further food service information.

Concrete School District will be required to open under “Option #4” in
our District Reopening Plan due to increased COVID-19 acti
vity in our area. This plan has been approved by the school board.
Current Reopening Plan
- Enroll Students in
Concrete Virtual Academy (100% enrollment online).
- Provide technolo
gy.
- Teacher supported.
- Bus route meal delivery.
- Pur
chase 40 hotspots through Verizon to assist students without service.

esigned instruction.- Satellite locations will be available for stud
ent assistance as needed.
Satellite Locations
Distance learning satellite locations are still being finalized but
as of August 7, 2020 we are in contact with:
- Rockport Interpret
ive Center
- Marblemount Community Center
- Birdsview Fire Depa
rtment.
These remote sites will be locations where students can
come to receive assistance with their academic needs during the 2020-21 sc
hool year.
We will have a reservation system designed to allow studen
ts to sign up. Each site will be staffed by a Concrete School District empl
oyee and staff will make sure certain each site is cleaned and disinfected
regularly while in use. We would like to thank the community for the outrea

Dear Concrete S
chool District Community:
The Concrete reopening committee met on Jul
y 29, 2020 to finalize our recommendation to the Concrete School Board for
their approval on August 10, 2020 at a special school board meeting. We wil
l be contracting with the Florida Virtual School to provide online curricul
um for all students and families while we start school in a distance learni
ng model. We have established the Concrete Virtual Academy which will provi
de online classes for all grade levels. Thi
s was a very difficult decision, but with the increased Covid-19 cases iden
tified in Skagit County the safety of our staff and students needs to be ou
r focus.
We will have a soft-st
art beginning on September 1, 2020 with individual meetings being held with
every family to inform them of the expectations and online curriculum inst
ructions. Concrete teachers will be facilitating the program, and it will b
e open to any student residing in the district. Any student who needs a Chr
omebook will be issued one by the district.
OSPI has also updated the
ir requirements as follows: All school districts this year, including those
who will provide their learning online, will need to have weekly schedules
for each student, daily engagement or assigned work for each student, and
requirements for daily attendance. In addition, all districts must meet the
number of instructional days and hours required in state law, consistent w
ith the State Board of Education’s rules on the definition of an instructio
nal hour.
We believe that the new online curriculum allows us t
o strengthen and greatly improve on the spring model of remote learning. To
more effectively engage with students and families we will do the followin
g:
• Increase consistency (class schedule, meetings, and feedback)
• Provide a more robust remote (online) learning model
• Increase s
chool-to-home connections (counselors and staff will provide social-emotion
al support
to students and their families)
• Provide some in-pers
on instruction to students with unique, critical-learning requirements
• Provide some in-person meetings for students needing assistance from sta
ff members
